WE ARE NOT AFRAID, WE WILL NOT STOP FIGHTING CORRUPTION – CHAKWERA


President Dr Lazarus Chakwera says his administration will not back down in the fight against corruption and will get all perpetrators of the vice to book.

The Malawi leader made the remarks in a speech delivered at Kamuzu Palace in Lilongwe to the National Integrity Committee that was tasked to undertake special assignments in the 20-week anti-corruption campaign.

“I am happy to receive the progress report on the commitments that each of the pillars undertook to implement during the 20 weeks of the anti-corruption campaign. We all know that the complete eradication of corruption in our society is an enormous task that requires bravery, patriotism, and 100 percent commitment.

“This is why it is very encouraging to see that the National Integrity Committee has utilised the campaign period to the maximum by implementing the commitments that have brought out a high level of awareness of the evils of corruption in all sectors of our society. I have noted that the Executive Pillar is on track with the development of the National Action Plan to reinstate Malawi’s active status in the Open Government Partnership. I am also happy to note that we now have a draft manual for a lifestyle audit of public officers which would be submitted to the cabinet soon,” said Dr. Chakwera.

The President also said it is also pleasing to note that the Legislature Pillar has managed to sensitize all staff and members of Parliament on corruption and is on track to develop a code of conduct for the Parliamentarians.  

“Let me also commend all non-state pillars namely, the media, civil society, faith-based organizations, women and youth, for making strides in achieving their commitments,” said Dr Chakwera.

The President said the ACB Director General, Martha Chizuma was arrested in mysterious circumstances and emphasized that efforts to slow down government machinery on the anti-corruption drive will not materialise.

Dr Chakwera said: “As you know, this morning, we all woke up to the news that Ms. Martha Chizuma, the Director- General of the Anti-Corruption Bureau, and a leading member of this committee who was scheduled to be in this meeting, was arrested under mysterious circumstances. Although I welcome the reports that she has been released, I have every intention of seeing that an inquiry into her arrest is conducted and any wrongdoers who have abused their office in this incident are held accountable.

Our main claim is to have our grades changed to Grade G- Police Officers

63 Police Officers that graduated between 2018 and 2021 have demanded that they should be promoted to Grade G to match their qualifications.

The Police Officers have sued the Malawi Police Service arguing that their promotion have delayed.

The Police Officers said that they presented their grievances to former Inspector General (IG) of Police George Kainja who was fired after being implicated in Corruption allegations, in the presence of director of Human Resources M a n a g eme n t a n d Development and the Service Administration Officer in 2020 where the IG promised to consider them.

“Our main claim is to have our grades changed to Grade G to match with our qualifications which ideally is promotion based on qualifications. This idea brings us to the issue of personal to holder which the defendant is basing its defence," reads the statement. 

The 63 police officers’ decision comes barely eight months after High Court of Malawi Judge Kenyatta Nyirenda ordered the service to promote 53 graduate police officers, who dragged the IG and AG to court over salary and promotion disparities based on a 2017 functional review.
The judge gave police 30 days to, among others, change the officers’ grades and also pay them arrears, which is the difference between new and old salaries from July 2017.

I n his 10 – page judgement, Nyirenda faulted the police for not considering the 53 graduates and ordered the police to promote the aggrieved from Grade I and H to grades G and F, respectively, within 30 days from February 8 2022.

Why Japan’s winning goal against Spain at World Cup was allowed to stand by VAR

apan’s famous 2-1 World Cup victory over Spain was shrouded in controversy and VAR mystery after many felt that their winning goal should have been disallowed.

Ao Tanaka netted for the Samarai Blue at Doha’s Khalifa International Stadium on Thursday night to seal another incredible comeback just three minutes after Ritsu Doan had struck shortly following the interval to cancel out Alvaro Morata’s early header.

As well as securing Japan’s progress through to the last-16 as Group E winners on another night of wild World Cup drama in Qatar, that result also condemned four-time winners Germany to a second successive group-stage exit despite their eventful 4-2 win over Costa Rica at Al Bayt Stadium.

The controversy over Japan’s winning goal arose due to the ball appearing to just go out of play over the byline before being sent back across the six-yard box by Brighton winger Kaoru Mitoma and then bundled home by Fortuna Dusseldorf midfielder Tanaka. The assistant referee duly raised his flag and the goal was originally chalked off.

The initial replays and camera angles provided by the television broadcast led to widespread belief that the whole of the ball had indeed crossed the line and that the effort would be confirmed as ruled out, only for Mexican VAR Fernando Guerrero to then actually overturn the decision after a lengthy review.

Fifa’s apparent failure to provide any definitive images to ITV, according to host Mark Pougatch, showing conclusively that any part of the ball had stayed on the line only added to the sense of confusion and Germany despair, as a draw between Japan and Spain would have been enough to just spare their World Cup blushes.

“Got no doubt that VAR have seen the conclusive angle / evidence that we haven’t but why would FIFA not allow the host broadcaster to show Var footage,” pundit Gary Neville complained on Twitter. “In the PL we see it as it happens and have access to the pictures. Makes no sense and doesn’t help with transparency.”

Fans continued to furiously debate the decision across social media long after the final whistle had been blown, sharing a multitude of pictures and different camera angles to support their particular point of view.

According to the laws of football, the whole of the ball has to have crossed the whole of the line for it be ruled out of play.

And while the lower camera angles in this instance clearly showed that the whole of the base had gone out and left contact with the line, the crucial overhead bird’s-eye shots that eventually emerged proved that a tiny part of the curvature of the spherical ball had stayed hanging over it by mere millimeters, therefore justifying the VAR decision.

This can often be the case at corners, where takers may seem to have completely moved the ball out of the quadrant, sparking fan complaints, only for it to be permissible due to the tiniest part of it still hanging over the line.

The tightest of calls with the most major impact, jubilation for Japan and utter despair for Germany after another World Cup group-stage humiliation following their 2014 triumph in Brazil.
